This page uses screen shots of the Excel spreadsheet that I developed to plot Figure 2 in the accompanying page to this one.

Enter your basic data as shown here:

Select the data, including the headings:

Select INSERT CHART or click on the Chart Icon … … and choose the XY (Scatter) option.

Click on Next and you should see this:

Click the Series Tab to check that everything is in order, as you see here:

Click Next and enter your chart and exes titles. You can then click on the Legend Tab and move the Legend (I tend to put it at the bottom of my graphs) … or not, it's your choice!

Click Next to choose where in your spreadsheet you want to display your chart: on a sheet by itself (As new sheet) or in a sheet you already have open (As object in:)

Now click Finish and that's it. Congratulations!
